A Paradigm Approach of Electronic Libraries in an Intellectual Milieu
Electronic Library consists of of a structured collection of information in a electronic format and disseminating the managed information through a network. The paper discusses the objectives of the libraries to get digitized. The paper explores the issues and challenges while implementing the process of electronic libraries and also the importance of the electronic libraries in the modern era and it also emphasizes on the characteristics and functions of the electronic library.

Salah Alkhafaji
Associate Professor Dr. Salah Alkafaji, working for Sur University College as Assistant Dean for Students’ Affairs and Administrative Affairs and IT&IS Professor. He holds Bachelor degree in Computer Control Engineering (BScE) from the University of Technology (Iraq) 1984, Master degree in Computer Engineering (MScE) from London College-Kensington University College (UK) 1999, and Ph.D degree in Management Information Systems (MIS) from London College-Kensington University College (UK) 2003. Dr. Alkhafaji held several academic and administration positions: Computer Control and Systems Engineer for (8) years in the different Industrial Corporations (Iraq), IT manager for more than (6) years in the Industrial Corporations (Iraq), Currently works as associate professor at the Information and technology department - SUC, He was the assistant dean for students’ affairs and administrative affairs - SUC for more than (4) years, chair person of Information and technology department - SUC for more than (3) years, and More than 20 years of teaching experience in several universities. He was the chair of several college committees as listed: Teaching / Learning Resource Committee, Orientation Week & Advising Committee, Graduation & Year Book Committee. disciplinary Committee and Students Grievance Committee. He is a member in different professional societies: Iraqi Engineering Association (IEA), Iraqi Engineering Union (IEU), and Iraqi Computer Association (ICA). Dr. Alkhafaji presented more than (15) papers in conferences, symposiums and seminars, Published (14) research papers, (2) handbooks, and (3) articles in journals, and He developed a software system for educational hypermedia.

He is working as Manager and Academic - Learning Resources Centre at Sur University College, Sur, Sultanate of Oman. He holds Master of Commerce, Master of Philosophy in Commerce, Master of Library and Information Science, Master of Philosophy of Library & Information Science and also he is having many certifications in computer and technology. He has contributed many research papers in Journals, International and National Conferences and Seminars. His current area of Interest includes Digital Library Initiatives, Knowledge Management and Information Seeking Behaviour. He is the Life Member of SALIS, AALIS, ASDOLIS and EMALA.
