The Research of a Decision-Making Model based on OODA Loop for Emergency Evacuation in City


Lei Du, Guixing Zheng, Yuan Kan, Bo Xu and Qun Zhao

In the decision-making process of city emergency evacuation, due to limited resources and time, and changing situation, it is difficult to make emergency decision accurately and efficiently. Therefore, in this paper, the city emergency evacuation decision-making model based on extended OODA loop is constructed. Through task determination and task allocation of emergency evacuation, the emergency decision-maker perceives and understands the present the situation. And the accuracy and efficiency of emergency evacuation can be improved through the planning and acting of the plan. At last, the prototype system for decision-making of emergency evacuation in city is designed and developed to validate this model.

Lei Du
Lei Du received an M.S. degree from Academy of Military Transportation, PLA, Tianjin, China, in 2003 and a Ph.D. degree from Tianjin University, Tianjin, China, in 2012. He is now a lecturer at Academy of Military Transportation PLA. His research interests cover artificial intelligence and emergency management.

Guixing Zheng
Guixing Zheng received a Ph.D. degree from Tianjin University, Tianjin, China, in 2007. He is now an associate professor at Academy of Military Transportation PLA. His research interests cover artificial intelligence and complex networks.

Yuan Kan
Yuan Kan received a master\'s degree from Jiangnan University, Jiangsu, China, in 2009. She is now a lecturer at Academy of Military Transportation PLA. She\'s research interests cover network information security and artificial intelligence.

Bo Xu
Bo Xu received his master degree in computer science from Shenyang Aerospace University in 2012. And he is now an assistant in the department of basic courses in Military Transportation University. His major research interests are complex networks and intelligent recommendation system.
