E-Government Success in Malaysia Through Government Portal and Website Assessment

E-Government (EG) is an initiative to provide electronic means of government service delivery to the users namely the public. It is for the convenience of the users but importantly for effective, efficient government. The assessment conducted on government portals and websites was to guide Malaysian government agencies in providing a consistent look and feel of their respective portals and website, adhering to a certain set of criteria. A star rating as quality check was introduced in this assessment. It was undertaken yearly to ensure that websites adhere to certain set of criteria or guidelines published. The assessment result was to motivate the Government agencies to improve further their portals and websites since the rating was published for public viewing. The improvements resulted in an enhanced electronic government and provided easy access to the public and subsequently more online services offered through these websites. It was a contributing factor in ensuring success and use of E-Government in Malaysia.

Ms GAYAH GULAM HAIDAR has been in the ICT field for almost 30 years. Involving in E-Government projects is a natural evolution of her responsibility to transform Government service delivery using technology. She holds a BSc. from the University of Malaya, Malaysia and a MSc in System Design, Manchester University, England. She has more than 17 years of experience in implementing ICT in various Government agencies prior to her joining MDeC, MSC Malaysia, leading the E-Government team for more than 10years.

Ahmad Zaki Bin Abu Bakar
Prof Dr Ahmad Zaki bin Abu Bakar is a senior professor at the Department of Information Systems, Faculty of Computer Science and Information Systems (FSKSM), Universiti Teknologi Malaysia (UTM). Born in the State of Kedah, Malaysia on 29th May 1956, he holds a Ph.D. in Electrical Engineering (Computer Artificial Intelligence) from UTM (1989); a Masters in Engineering (Computer Engineering) from California Polytechnic State University, U.S.A (1984); a Bachelors of Science (Electronic Engineering) from Essex University. U.K. (1981); and a Diploma in Electrical Engineering (Communication Engineering) from UTM (1977). He started his academic career in 1977 as an Assistant Lecturer at the Faculty of Electrical Engineering, UTM and since then has progressed and was promoted to full Professor at the Faculty of Computer Science and Information Systems in 2000. His current research interests are in Multilingual Knowledge Management Systems, Community Informatics, Project Management and Technopreneurship. His research has won him many awards including a Gold Medal at the Ideas, Invention & New Product (IENA) Exhibition at Nuremburg, Germany in November 2007. His previous research in Machine Translation was also made the nucleus for the formation of the Malaysian National Institute of Translation in September 1993. Recently, two student projects under his mentorship made it to the finals of the Malaysian Microsoft Imagine Cup 2010 while in 2009 a team under his guidance won second runner-up in the Malaysian Microsoft Imagine Cup 2009 software design competition.
